Capital Investment Entrant Scheme (CIES)

CIES is a migration scheme offered by The Government of the Hong Kong SAR. It enables eligible persons to migrate to Hong Kong through capital investment in the form of financial assets. The scheme enables eligible persons to migrate to Hong Kong by investing not less than HKD30,000,000 in Permissible Investment Assets. After fulfilling the Portfolio Maintenance Requirements and seven years of continuous ordinary residence in Hong Kong, the entrants and their dependents may apply to become permanent residents of Hong Kong.

The scheme is applicable to:

• Foreign nationals (except Afghanistan, Cuba and North Korea)
• Macau SAR residents
• Chinese nationals with permanent resident status in a foreign country
• Macao Special Administrative Region residents
• Chinese residents of Taiwan

This scheme is eligible to:

• Aged over 18
• Have net assets over HKD30,000,000 in the past two years
• Invest not less than HKD30,000,000 in Permissible Investment Assets
• Have no adverse record
• Able to support the migrant and his dependents living in Hong Kong

• Stocks
• Debt securities
• Certificates of deposits (customers must first obtain Approval-in-Principle)
• Eligible Collective Investment Schemes

• No need to top up
• Cannot withdraw capital gains
• Can switch between Permissible Investment Assets

 CIES 是香港特別行政區政府提供的一項移民計劃。目的是讓一些合資格的人士透過資本投資取得移居香港的機會。該計劃使合資格人士可通過投資不少於港幣 3000 萬元的獲許投資資產移居香港。在符合投資組合的規定和連續七年通常居住於香港後，投資者及其家庭成員（即配偶及十八嵗以下未婚子女）可以申請成爲香港永久性居民。

該方案適用於：

• 外國公民（阿富汗、古巴和朝鮮除外）
• 澳門特別行政區居民
• 中國籍而已取得外國永久性居民身分的人士
• 澳門特別行政區居民 
• 台灣中國居民

該計劃有資格：

• 18歲以上
• 過去兩年淨資產超過30,000,000港元
• 投資不少於 30,000,000 港元於獲准投資資產
• 無不良記錄
• 能夠支持居住在香港的移民及其家屬

• 債務證券
• 存款證（客戶必須先獲得原則上批准）
• 合資格集體投資計劃

• 不能提取資本利得
• 可以在允許的投資資產之間切換
